gdamore/encoding is a Go library (no binaries of its own) providing
character map encodings missing from golang.org/x/net/encoding: ASCII,
ISO-8859-1, several EBCDIC variants, other single-byte charmap-style
encodings, and a passthrough UTF-8 encoding.
