libmcpu (MCPU virtual CPU and development tools)

LibMCPU implements the MCPU virtual processor and provides its
assembler, linker, runtime, MELF object support, and binary utilities.

The package also provides the target-side ABI files used for MCPU
system software, runtime libraries, compilers, and numerical programs.

LibMCPU uses LibMPU for integer, real, and complex arithmetic and
LibMPUIO for host-side input/output support.
